To enhance the quality of the search, screening and selection processes of the Council;

To speed up the processing of applications for vacancies especially for salas with heavy caseload;

To promote transparency and public awareness of matters involving the nomination process in the Council;

To insulate the nomination process from undue influence of any kind.

The Honorable Chief Justice Reynato S. Puno undraped the marker, assisted by JBC Members, namely, Hon. Secretary Alberto C. Agra, Hon. Justice Regino C. Hermosisima Jr, Hon. Dean Amado L. Dimayuga, Hon. Atty. J Conrado P. Castro, and Hon. Justice Aurora Santiago-Lagman. The Master of Ceremonies was Hon. Ma Luisa D. Villarama, Supreme Court Clerk of Court and JBC Ex Officio Secretary.
