Judge Toribio E. Ilao, Jr. is a product of public schools: J. Zamora Elementary School in Pandacan, Manila, where he grew up; and Manuel A. Roxas High School, formerly located on Canonigo Street, Paco, Manila. He obtained both his Bachelor of Arts degree major in Philosophy and Bachelor of Laws Degree at San Beda College, Manila in 1967 and 1972, respectively.

He started his judicial career in 2004 as Presiding Judge of Branch 52 of the Regional Trial Court of Puerto Princesa City and Palawan. On July 17, 2016, he retired as Presiding Judge of Branch 266 of the Regional Trial Court of Taguig City.

Prior to his judgeship, he was the Action Man/Researcher of the Secretariat of the Philippine Association of Colleges and Universities; a Legal Researcher/Assistant Attorney at the City Legal Office, Manila; and the Personnel Manager and Company Lawyer of the Manila Brickworks, Inc.  In 1978 to 1990, he was a practicing lawyer at the Francisco Padilla Marquez and Ilao Law Offices. He became a solo law practitioner thereafter.  He was once the Technical Assistant to the Chairperson of the National Parks Development Committee at Rizal Park in Manila and a Senior Legal Analyst of the office of then Senator Orlando S. Mercado.

He was an outstanding Provincial Adjudicator of Region III, while he served as Officer-In-Charge Regional Adjudicator in Pampanga and Bulacan of the Department of Agrarian Reform Adjudication Board (DARAB) until his appointment to the judiciary. 

Judge Ilao is an upright dispenser of justice with a vast knowledge of law and experience. He will definitely be of help to the Judicial and Bar Council.
