Hon. Maria Milagros N. Fernan-Cayosa

Atty. Maria Milagros Nolasco Fernan-Cayosa is an active member of the Integrated Bar of the Philippines who has extensive exposure in local and national IBP affairs. She was Treasurer, Secretary, Director, and eventually President of the IBP Cagayan Chapter.  In 2009, she was elected Governor for Northern Luzon (Ilocos, Cordillera, and Cagayan Valley).  As IBP Governor, she was a member of the Commission on Bar Discipline, and she chaired the IBP’s Finance Committee as well as the Children and Women’s Issues Committee.  She is a member of the Philippine Bar Association and of the Asean Law Association.

In private practice, Atty. Fernan-Cayosa  was Managing Partner of the Cayosa Fernan-Cayosa Law Offices; Legal Counsel of the University of Saint Louis Tuguegarao, Department of Social Welfare and Development (Region 2), and other banks and corporations. She is an accredited mediator of the Philippine Mediation Center, Supreme Court.  She taught law at the University of Saint Louis Tuguegarao, Cagayan State University, and Cagayan Colleges Tuguegarao.

In public service, Atty. Fernan-Cayosa was Special Assistant to the Chief Justice; Legislative Staff Officer, Senate of the Philippines; Consultant at the Office of the Senate President; and Court Attorney, Judicial and Bar Council, Supreme Court of the Philippines.

As a civic leader, Atty. Fernan-Cayosa was founding member of the Cagayan North Convention and Visitors’ Bureau and of the University of the Philippines Alumni Association (Cagayan North); President of the Tuguegarao Ybanag Jaycees; Chairperson of the Child Welfare Specialist Group, Region 2; Volunteer Lawyer for Child Justice League, Inc.; Member of the Cagayan Human Rights Lawyers and Advocates;  Representative of the Association of Law Students of the Philippines; President of the Bogo Redeemers Society (Cebu); and Assistant Executive Director, Cebu Newspaper Workers’ Foundation.  She was conferred the Merit Award for Leadership Excellence by the Junior Chamber International-Philippines, and a recognition for her excellent performance as Woman Leader by the City Government of Tuguegarao.

Atty. Fernan-Cayosa finished Doctor of Jurisprudence at the Ateneo de Manila University (1994), Bachelor of Science in Psychology at the University of the Philippines (1984), High School and Elementary Grades at St. Theresa’s College, Cebu City.

Atty. Fernan-Cayosa is a Cebuana who established residence in Tuguegarao City, Cagayan with her husband Atty. Domingo Egon Q. Cayosa, a civic leader, environmentalist, and human rights advocate. They have four children: Domingo Angelo (Andre), Marcelo Teodorico (Marco), Clara Eloise (Clara) and Niña Marcella (Niña).
