Justice Noel Gimenez Tijam was a graduate of Bachelor of Arts major in Philosophy and Political Science at San Beda College, class of 1967, where he was bestowed with magna cum laude honors. In 1971, he finished his Bachelor of Laws degree at San Beda College of Law as the class salutatorian with cum laude honors.

Justice Tijam first stepped in the Judiciary in September 1994  when he was appointed as Presiding Judge of the Regional Trial Court, Branch 221 of Quezon City. On March 10, 2003, he was  appointed as an Associate Justice of the Court of Appeals, where he served for fourteen (14) years. On March 8, 2017, he was appointed as the 176th Associate Justice of the Supreme Court by President Rodrigo Duterte where he served until the year 2019. At present, Justice Tijam sits as a Regular Member of the Judicial and Bar Council representing the academe.

Before becoming a lawyer, he was already teaching at the Philippine School of Business Administration and while he was serving in the judiciary, he became a Professorial Lecturer in the Philippine Judicial Academy, and a lecturer of the Mandatory Continuing Legal Education program of the Supreme Court. As a vigorous resource person, Justice Tijam gives valuable insights on excellence in public service, ethical challenges to lawyers, fair treatment of seafarers, conflict of laws, and judicial training, to name a few.

Known for his proactive  and pro-reform approach towards judicial innovations, he engaged in the drafting of the revisions  in the Rules of Court. He promoted Alternative Dispute Resolutions  as well as attended various international fora on economic development, increased access to justice, improved judicial administration, consequential summits on extrajudicial killings and enforced disappearances, human trafficking, anti-illegal drugs, and cybercrime.

Justice Tijam has been an active member of, and has held leadership positions in, a number of associations including the Philippine Jaycees, Quezon City Capitol Jaycees, the PHILJA Corps of Professors, the Law Association for Asia and the Western Pacific, and the Seafarers’ Rights International.

            Among his numerous awards and accolades   include the Most Outstanding Bedan by the San Beda University, a Doctorate Degree Honoris Causa by the Saint Anthony University in 2018, the Most Outstanding Jaycee Senator in the Field of Law from the Philippine Jaycees, and an Outstanding Golden Achiever by the University of Nueva Caceres in Naga City.
