Deputy Court Administrator Raul Bautista Villanueva, or DCA Raul, is an Ilocano who hails from Narvacan, Ilocos Sur. He earned his Bachelor of Arts (BA) in Economics degree from the U.P. School of Economics and took up post-graduate studies at the U.P. College of Law belonging to Class 1990.


He joined the Judiciary upon his appointment on 05 December 2002 as Presiding Judge of Branch 255, Regional Trial Court, Las Piñas City. For more than 7 years he was active in the Philippine Judges Association (PJA) and became its Executive Vice President.


Likewise, he served on separate occasions as Acting Presiding Judge of Branch 267, RTC Taguig (Drugs Court) and Branch 4, RTC Manila (Family Court).


In Las Piñas City he became the Charter President of the Las Piñas City Judges Association (LPCJA) and served as the RTC Executive Judge from March 2009 up to March 2010.


Upon his appointment as Deputy Court Administrator, DCA Villanueva was assigned to take charge of several Regions and at one point was tasked to supervise Regions 1 to 12. In addition, he has been named as Chairperson, Vice- Chairperson or member of various committees on the Office of the Court Administrator and in the Supreme Court. Presently, he serves as the Vice- Chairperson and Professorial Lecturer; Court Management Department of the Philippine Judicial Academy. He now ranks as the Senior Deputy Court Administrator of the Office of the Court Administrator.

I would like to thank the Honorable Chief Justice Maria Lourdes P.A. Sereno, as well as the Regular and Ex-Officio Members of the Judicial and Bar Council (JBC), for the distinct opportunity to assist the JBC in its duty of selecting and screening appointees to the Judiciary, the Ombudsman, its Deputies and the Members of the Legal Education Board. Rest assured that I will discharge my duties to the best of my abilities to help the JBC in further enhancing its search, screening, and selection processes.

Also, I note that while serving as Consultant, the JBC website was created and launched. Indeed, this is a laudable effort and has opened the accessibility and transparency of the JBC affairs to the public, especially those aspiring to join the Judiciary. The JBC Online Application System (JBC-OAS) has made it accessible and easier for those wanting to apply from far-flung areas to submit their documentary requirements, and it speeded up the processing and application system of the Council for vacant positions. Notably, the website also has a section dedicated to showing the results of the voting of the Council, in some instances, as well as a section announcing the vacant posts.

Further, there is also a section where the public-at-large is notified of the schedule of the interviews of the applicants to vacant posts. This is important because it serves as an avenue for the public-at-large to participate in the selection of the recommendees to the President.

Truly, through these efforts, the Council has brought itself closer to the Filipino people and has made it accessible to those interested in a career in the Judiciary.

For these, I am truly honored to be a part of an increasingly innovative JBC and proud that I could contribute my fair share towards achieving its mandate.
